Details
The ToU tier indicator is currently captured at the ReadingType level - this can require multiple ReadingType changes when a Usage Point transitions between tariffs and complicates the data model. It would be preferable to constrain the ReadingType to representing the technical details of the Meter Reading (somewhat equivalent to the register of a meter). Moving the ToU tier indicator to the IntervalReading level would provide a simpler model for representing this information and would align with how this is represented in SEP 2.0
