This request is to document and formalize prior discussions between varying parties (e.g. CPUC, California IOUs etc.) including on the OpenADE weekly forum (i.e. 5/20/14 discussion).

To meet requirements around indicating to 3rd parties whether usage data is 'revenue quality' or not, we would like to add a new possible value for the Quality of Reading flag (e.g. 19), to indicate the provided usage data is "Revenue Quality: valid and acceptable for billing purposes".
