For Interval Metering, FB_04, the file is tested for the existence of a MeterReading corresponding to each ReadingType. This is backwards in that there should be a reading type for each MeterReading. Implementations in the field have suggested that they prefer to have the typically small set of ReadingTypes in use in each GreenButton data set and this should be permitted even if it is not used within the data set. This proposal was reviewed and accepted by the OpenADE Task force in its meeting on 3/3/2015
